All emails, including sign-up account activation emails, as well as digests and notifications, were being delayed.
This site uses mailgun to send the emails, and the process of importing Google+ posts caused us to send enough emails that mailgun throttled our email. Mailgun have informed us that they have removed this restriction. Please email admin@makerforums.info if you have any issues such as inability to sign up.
