The theory is that you should not heat the nozzle while doing this with paper, because the standard nozzle expands by about the thickness of a regular sheet of printer paper.
I’ve mostly seen suggested to heat the bed.
I heat the bed to a normal temperature, and I heat the nozzle and check height with a .0001" thick piece of steel shim stock or a feeler gauge, rather than using the paper trick, which I have found to be more consistent.
