If you are after cheap, there is an extremely cheap mill build on instructables. Pipe, plexiglass, roller bearings. You might/should be able to mill soft plastic/wood on it. You haven’t mentioned how you plan on driving it; Mach3, LinuxCNC, or some other software. I imagine some/most of the mill driving software can run some form of simulation mode without a physical machine to drive.
