I inherited a hobby size laser kit. I am pretty sure it is made for engraving text and burn solid images (areas burned are solid and that which is not of course is solid where not burned. question is do I have to get a compatible controller for a laser burner that will burn detailed pictures or is that a controller thing altogether?

There are many fiber lasers, we have nothing to go on here to help you…
A photo of the device, and probably controller would help.
Start with any photos you can get, but the controller is probably what we need to know.
Did this have any software when you received it?
Biggest help would be the manufactures name and model…
