so you are triggering the L and thus the IN via the pot at the same time. so you pwm 2.4 pin is a low not high?
2.4 when high turns on the transistor, which pulls L low, which fires the laser. The pot on IN limits the laser intensity. PWM on 2.4 causes the laser to vary between completely off and that max intensity set by the pot.
