Yes, it’s a Velleman P8055 K8055: USB EXPERIMENT INTERFACE BOARD – Velleman – Wholesaler and developer of electronics or maybe a copy.
That board is now obsolete, the replacement is K8055N https://www.velleman.eu/products/view/?id=404880

I guess just pure coincidence that I have used that board in a couple of projects and happened to log in today!
I was thinking of doing an open source version of that board, but really it would just be an Arduino in a different form factor.
