Precise Tool Control

I need to build a small project that can move a tool in a very precise manner.

The tool is about the size of a pencil or pen. It is a little heavier than that.

I need to be able to move it in the x, y and z axis by as little as 0.1 mm. If 0.1 mm is too fine, what would be the finest I could expect without breaking the bank?

It does not need to rotate at all. It can stay pointing vertically towards the table.

Can you point me in the right direction where I might get parts that would help with this?
