Not much on the tech or anything else for that matter on this new laser. Tried to see if this was an early April fools joke but all the articles I found just parrots the propaganda.
That picture is not of a 10 watt input laser… Is it a laser pointer, like a pen?

Anyone with access to the equipment can produce the effect.
Key is suffient peak power to ionize air.
