It would add slightly to the complexity, but would a belt drive on the fan to a motor mounted at the bottom of the boat make sense? Lower center of gravity.

Two counter-rotating props would take care of the tipping problem… Dare I suggest one motor powering two props? Although the motor is the twisting mass that tips it…
